Job Description

Dear Our Valued Connections, Red Orange's Client is a company that specializes in Industrial Real Estate industry who is looking for Development Manager high qualified candidate for position at the moment.

  • Working location: Ho Chi Minh City 
  • Salary: Upto 90mil VND Gross

1. The incumbent will lead the project development process for industrial real estate property from inception/ feasibility study to completion

2. Construction Management (“CM”) support

  • Enforce the timely issuance of design and technical specifications required for the construction.
  • Enforce the timely approval of material & equipment submission and sample & mock-up under his/her purview.
  • Enforce the timely approval of issue of Engineer’s Instruction under his/her purview.
  • Attend respective site meetings as and when required.
  • Author supervision of the site installations.
  • Monitor timely procurement and award of consultants and contractor(s).
  • Monitor construction schedule to ensure timeliness.

3. Cost and Contract Administration (“C&C”) support

  • Ensure commercial and technical clarifications from internal team members and consultants are addressed and captured during the bidding/tender process.
  • Provide the relevant commercial and technical documents on timely manner for the Cost and Contract team to prepare and compile the RFQ docs / tender docs / contract docs.

4. Finance support

  • Prepare the monthly Development Cost report.
  • Supervise the relevant internal CM and C&C personnel and external QS to ensure the progress payments are submitted on time and Progress Payment Certificates are approved on time.
  • Manage the project cashflow against the approved funding plan.
  • Seek approvals well ahead of time for revised funding plan if necessary.

5. Investment and Asset Management support

  • Supervise and analyse the technical due diligence works performed by the consultant to highlight the risks involved in a potential investment / acquisition (green / brown field).
  • Recommend the estimates for construction cost, project duration and cashflow projection for the investment feasibility study.
  • Update the Asset Management on periodically the project status (including cost and time).
  • Receive the hand-over of asset from master developer and/or seller.

6. Leasing support

  • Examine and explore the requirements of product specifications as requested by Leasing in conjunction with Asset Management.
  • Provide product sharing and training for Leasing.
  • Assist the Leasing team in follow-up with the tenants with regards to the project status and project technical details.

7. Property Management support

  • Incorporate operation and maintenance considerations by the Property Management in specification formulation and design development.
  • Render technical evaluation and/or recommendation to assist Property Management in completing their works as and when required.

8. Personnel Management

  • Assist HOD by sharing observation on the performance for internal CM and C&C involved in the assigned projects.

9. Meetings

  • Conduct project meetings with internal CM, internal C&C and consultants for pre-construction design development, construction tender and authority submission.
  • Conduct tender interviews with bidders and internal tender review meetings with various stakeholders.
  • Conduct internal meetings with other business functions for design development and material selection.
  • Conduct post-construction design meetings with consultants and contractor(s).
  • Attend meetings with potential master developers, tenants as requested for by Investment and Leasing.
  • Attend meetings with authorities when necessary.
  • Attend weekly site meetings conducted by the Construction Manager.
  • Provide project updates to HOD and management on monthly basis via Project Control Group report and/or meeting.

10. Project Authority

  • Sign-off technical documents including technical drawings and specifications.
  • Sign-off cost reports.
  • Recommend the selection of the material & equipment and approval of sample & mock-up for items/works under his/her purview.
  • Recommend the sign-off by legal representative for any correspondences and/or documents as necessary for the implementation of the projects.
  • Make decision on the short list of the consultants from the approved vendor list.
  • Recommend the consultants or contractors for the approved vendor list.
  • Recommend the short list of the contractors for the construction tender.
  • Lead the consultant RFQ and contractor tender processes.
  • Negotiate and Recommend award of consultants or contractors.
  • Negotiate and Recommend on variation advices to Tenants.
  • Negotiate and Recommend on variation orders from consultants or contractors.
  • Recommend the issue of Taking-Over Certificate.m. Negotiate and Recommend on the Final Accounts with the consultants or contractors.

11. Project Responsibilities

  • Ensure approved budget and schedule have sufficiently catered for the foresee-able risks.
  • Ensure project is executed within approved budget, schedule and cashflow projection.
  • Overall liable in all aspects for the assigned projects.
  • Ensure compliance to key legal obligations from authorities, master developer and tenants.
  • Ensure the committed product specifications are delivered as expected.
  • Close the Final Accounts with all vendors for the assigned projects.
  • Administer internal and external resources to oversee the following matters:
  • Compliance with the approved design and specifications
  • Physical workmanship of the site installation.
  • Utility turn-on.
  • Testing & Commissioning, defects rectification and physical hand-over.
  • Formal project certifications, including handover certificates.
  • Maintain relationship with relevant authority officers.
  • Conduct in-house training for Leasing and Property Management departments for the project specifics.
  • Implement project management system for the Development Management works.
  • Ensure all documents are upload to Company Sharepoint within 2 months upon TOC issue.
  • Render all necessary assistance in the event there are legal proceedings involving the Employer and/or Employer’s Representative like dispute resolution, arbitration, court cases, etc.

Job Requirement

  • Bachelor 's Degree in Architecture/ Civil, Industrial Construction Engineering/ Electricity Engineering/ Mechanical Engineering/Project Management
  • 10 years in the construction industry with 3-5 years as a Development Manager or Project Manager in factory, warehouse projects.
  • Have experience in design.
  • Fluent in English.
