Red Orange's Client is a company that specializes in the Construction industry and is looking for highly qualified CTO candidate for the position at the moment.

  • Working location: HCM City

MAIN DUTIES:

  • Spearhead the transition of global digital technology mandates into highly effective, localized execution roadmaps across software engineering, quality assurance, and IT operations.
  • Partner with international product and functional leadership to clearly define the Vietnam entity's strategic mandate, service delivery scope, and value contribution.
  • Represent the Vietnam organization within global governance committees to ensure strict adherence to corporate architectural, security, and delivery frameworks.
  • Act as the primary bridge and point of contact for strategic planning between the Vietnam technology unit and its global/local stakeholder network.
  • Manage complex stakeholder landscapes, providing clear communication on scope changes, priority shifts, and project trajectories.
  • Collaborate with HR leadership to oversee the full talent lifecycle, including performance management, succession planning, and driving high levels of employee engagement.
  • Design and implement a robust competency framework that fosters a high-performing engineering culture with clear, transparent career growth trajectories.
  • Cultivate an environment of continuous innovation and technical excellence through mentorship, structured training, and the development of local communities of practice.
  • Take full accountability for workforce strategy and capacity planning, ensuring that resource allocation aligns with global demand and local talent optimization.
  • Forecast future hiring and onboarding needs while maintaining transparent governance over team productivity and resource utilization metrics.
  • Develop and nurture strategic alliances with academic institutions, technology vendors, and R&D hubs to broaden the local technical ecosystem.
  • Standardize operational processes, tooling, and reporting metrics across all local engineering and QA functions to support seamless global delivery.
  • Drive continuous improvement in core performance indicators, specifically focusing on lead time, deployment frequency, defect reduction, and incident resolution efficiency.
  • Oversee the execution of modern delivery practices, including CI/CD pipelines, release governance, and advanced observability within the local environment.
  • Champion internal initiatives that leverage technology to drive cost efficiency, operational compliance, and process improvements across the local branch.

Job Requirement

  • Minimum of 10+ years of professional experience in software engineering or related technology sectors, with a proven track record in executive-level leadership and division management.
  • Deep expertise in the full software development lifecycle, including mastery of industry-standard methodologies and architectural best practices.
  • Exceptional ability to communicate complex concepts and build collaborative relationships across diverse, multi-cultural stakeholder groups.
  • Demonstrated proficiency in formulating long-term strategic roadmaps and executing rigorous operational management plans.
  • Extensive background in scaling and overseeing offshore development hubs or high-impact, large-scale software engineering organizations.
  • Up-to-date insight into the evolving technology landscape, including emerging trends, tools, and digital innovation paradigms.
  • Bachelor’s degree in Computer Science, Software Engineering, or a related technical discipline; an advanced degree (Master’s/MBA) is highly preferred.
